I'd like to see this chart against cost of living of course.

I have a few artist friends in Brazil and Venezuela and they are able to do commissions for low prices on sites hosted in North America for US currency and basically make a decent living. One of my friends works for a fairly well known studio in Brazil and he still makes better money drawing stuff once or twice a month due to the exchange.
