How sad is it that I both recognize all of those clips AND have seen that particular recut before?

It appears to be one long-running* storyarc, in this case the planet-destruction appears (due to the silly edit) to be a rather extreme consequence to an alien child not listening to Picard's demand to GTFO ;)

Apparently Patrick Stewart saw this "TNG Recut" and/or has forgotten what Next Gen was all about.

"The purpose of Starfleet is to blow people + planets out of the sky" = seems frighteningly close to the tone of the new "Star Trek: Picard" -- especially when you check out Stewart's POV, in his own words:
