That has nothing to do with Terminator.  It's just a Tickle Me Elmo lit on fire.

When the Elmo starts getting up on its own, and almost walking while on fire and its "skin" is all melted away leaving only a metal "skeleton", that's why I said it's like that scene in The Terminator.
