It discusses how easy it is to hack car computers these days, and that it can be done from a car driving next to you.
To be fair, this does require physically connecting something to the OBD-II diagnostics port located under the dash on the driver's side. I'm sure as technology advances and such devices get invented and miniaturized, that will become a trivial problem.
Now have a look at the speedometer of one of the hacked cars:

Well considering that they are usening things like Bluetooth in ATM and Interac card skimmers it is not far fetched. However having something like that in the car could leave a lot of evidence to trace. If they can do it for bomb parts why not a car hack?
On the other hand if they just reprogram something to fail and leave nothing in the car it could be overlooked by an investigation.
