You can download it but you may get a beta tester only, warning when you sign in... I waited a day after my first attempt and then was able to get in.

It appears they may be adding people to the beta pool that attempt to log in, or have opened up general logins now.

Does this mean Steam chat on the go?

I could remotely purchase games/addons?
