2. Rename it to "God Mode.{ED7BA470-8E54-465E-825C-99712043E01C}"
3. Now you've got a way to access dozens of ControlPanel-esque settings etc. Allegedly.
Just heard of this today, haven't tried it yet.
But it's about 3 years ago it got passed around the 'net, apparently:
