Have you not seen those awesome sidewalk/road perspective works? People do see the value in spending the time doing it, even though they are temporary. I've heard some people say they are even more important to do because they are temporary.
Temporary art is part of the art itself, knowing that for an instant in time is the only place it exists is interesting enough, seeing it well executed is, well, pretty cool
