I was going to say Sim City 4, but I think the last requirement rules that out.
Otherwise.. There haven't been a lot of sim games as of late that I know of.

I really like a lot of elements of the new Sim City now that a lot of the bugs are fixed, I still don't like the really small maps or the online requirement.
I was reading some rumblings that the online-requirement may be going away next year but who knows. I would love to set up LAN Sim City or private server Sim City, I just don't want to be tied to some external dependency for a game that I'd buy and play off and on for 5+ years.

No worries, they'll probably turn off the servers in 4~
All I know is that if the internet is down I don't want to have to log into to play a single player game.
So play FreeCiv? It's basically Civ II and then way improved.
