It's a free roaming world that lets you explore and play minigames and just well, drive. Tracks are all interconnected and in elimination mode you actually drive from area to area.
There's still traditional Kart Tracks too if all you want is racing.
The Switch 2 also upgrades previous games so that they run with higher frame rates and other graphical treats, so you can replay stuff like BotW at a solid 60fps
I would wait for a price drop though $700 is a big chunk of change

BOTW is SO GOOD man I'm thinking about replaying it on my S2
But yeah Mario Kart looks insane, once I get it all set up I'll report on it
