Although it looks like one it is not a garbage truck, it is a very high end all terrain RV that is 100% custom built http://www.terracross.com/en/index.html

It is commonly reported as a garbage truck http://www.snopes.com/photos/automobiles/garbagecamper.asp

Garbage truck or not, that thing is awesome!

At least, it looks cool...

If you live in a mad max desert world or worry about zombie attacks, then yes I agree it is cool. However I would much rather have the http://www.terrawind.com/ amphibious RV or sports car.

Some kind of water-world scenario? Heh!

Man, that's one awesome vehicle conversion. Everyone's done old busses before but a dumptruck? It's an interesting use of the vertical space. The only thing I'd point out as maybe needing a change is the flooring. That stuff looks mighty slippery so you'd have to be very careful climbing up the book case/steps.

There's just something so Spy Hunter about being able to drive right into the water. Just as long as there's no water zombies, you'd be sitting pretty in the amphibious RV.
That is, if you had between $850,000 and $1.2M to afford the blighter. :P

It's the UniCat EX70-HD.  6WD, the roof raises up when you want to park for the night, and there's a quad stored under the sitting area in the back:

Don't think I would want to be caught in any waves with the Hydra-Terra or the Amphibious

Motor Coach. Look scary top heavy!

It's normal for more of the boat to be above the water than below.  Just look at a typical cruise ship.  The water goes up to the top of the wheel wells, so there's already a fair bit of boat under the water line.  But just in case, they've added pontoons:
