...ah... this answers my question of "what is it?":

NC Soft's creative team, having been inspired by the time they spent fooling around with the level creators found in games like Lode Runner and Pinball Construction Set as teens, originally set out to make their job of mission creation easier so that the entire team could join in on creating content, and wound up with a tool so robust and easy to use that it was decided to make it a part of the game itself

Dubbed the Mission Architect, the creation tool for City of Heroes isn't a separate program, but located within the game just like its famed costume creation tool. By visiting the in-game Architect Entertainment buildings, any player can create or play user-generated content within minutes.

Geez, watching Episode 2, I gotta say Ed seems to be channelling Will Ferrel as Ron Burgundy, but with an Atlantic Canada "slow as in Forrest Gump" flavour to it. Or a bit like Jon Dore. Or maybe a mix of both, they're both awesome.
