But according to cartoons if you shoot a high powered laser into the atmosphere it makes a hole right through all the layers that protect us from the suns harmful rays!

Wouldn't a high powered laser actually burn off all the atmosphere directly allong/around the beam? sure it might all slump back after the laser is turned off, but maybe it could actually start eating up atmosphere that way
