Here's an interesting tool for tracking combat-related items such as hit points, surges, conditions, marks, etc in 4th edition D&D:

There's no mention of a license, but he provides the source code.  It's VB.NET, written against the .NET Framework 3.5 (I think).  I can only assume that since he's providing the source code, he meant to release it under a license that allows us to make changes.

Could be good for either online or tabletop games, as long as you don't mind having a laptop at the table.
