Imagine how much less people would hate politicians if every single pay-raise or tax-break type of legislation that could benefit them personally ... went into effect right after they were done serving in public office!

I highly doubt that, politician hate is predictably irrational...

Also, back-scratching legislature might increase because that raise you give to your successor would seem magnanimous until suddenly the industry you retired to gets a bunch of government assistance...
