I'm not quite sure what you're asking, the server can run on a potato, the client app can be downloaded on Roku/mobile, you can access the server interface from a browser on your desktop

Also Windows 8? WINDOWS 8!!!???

Does the Plex app work on old laptops (one that is still Windows 8 and thus can't even upgrade Chrome anymore) ... also is there a Roku app?

I have a handful of MP4s that I would prefer a better UI than just doing USB stick into my RokuSmartTV.
