I would think we are under that still, well under that.  GoDaddy just migrated 4.5M+ domains from Linux to IIS, these domains still return a response when queried, but are not a site as much as they are a pointer to GoDaddy.  GoDaddy is just one of a dozen massive domain registry places that do this very same thing.

I would be curious to know how many "real" websites are on the net :)
