I'm really on the fence on this one, on one hand you don't want to promote vigilantism but on the other hand there are people who need help on the streets.

Since the story broke I've heard some pretty crazy stories of this guy just running up to any group of boisterous people and pepper spraying them.

Still, better than Batarangs I guess.
