One thing I noticed is that he leans his torso forward almost 90 degrees just before the initial leg lift, making a plank-like straight line from head to toe; maybe Frakes was heavily into yoga at the time?

It was probably something used to build character as Riker is supposed to be a dominant personality he doesn't just sit, he conquers a chair.

It was a tick either Frakes came up with himself or something the directors/creators of the show wanted to convey.

Hmm, I'd noticed that back when I was originally watching Next Gen. I considered it to be part of his I'm-so-cool personality (nowadays I'd call that"swagger"). Still, kinda creepy looking back at it.

It also seems to be a faster way of sitting down. He'd otherwise have to walk around the chair.

Though early in the video the way wesley sat down seemed more odd to me.
